ESDC Core Course on Security Sector Reform

The reform of the national security sector has become one of the major topics of international concern regarding crisis management and post-crisis recovery during the last decade.
The focus on traditional security actors such as the police, the military, the judiciary, prison personnel, border guards, and intelligence has been complemented by a more comprehensive view on human security, bringing the basic needs and physical, social and economic security and safety of individuals and the population to the centre of attention.

Course on the Protection of Civilians in Armed Conflict (ESDC & UN certified)

Women, children, the elderly, refugees, internally displaced persons, people with special needs and minorities are especially affected by the consequences of national and international armed conflict. It is therefore imperative comprehensively to protect the civilian population in all armed conflicts.

The UN Security Council Resolution 1894 calls upon the international community and conflict parties to implement far-reaching measures to protect and Support civilian populations in situations of armed conflict. The Content of this training course reflects a broad Interpretation of protection, which goes beyond the provision of protection from physical violence but also includes the creation of larger protective environments and the implementation of activities which enhance the rights of individuals in accordance with international humanitarian law, human rights and refugee law.

The six-day training course prepares senior decision-makers of armed forces, police, political bodies and non-governmental organizations, as well as individual civilian experts involved in peacekeeping and/or international crisis Management at the operational Level for the challenges in protecting civilian populatins in contexts or the aftermath of armed conflict.

Graduates of this course will be provided with a comprehensive understanding of the multiple dimensions and meanings of the protection of civilians. They will have enhanced knowledge of the actors and their roles and responsibilities in the subject matter and be in position to identify Options for coordination and synergies in the implementation of protection for civilians.

They will be able to analyze the specific threats to and the needs and rights of different vulnerable groups of civilians affected by armed conflict in order to develop and implement context-sensitive, effective strategies and measures to improve situation of civilians in armed conflict.

The methodology of the course aims at communicating the content in a way that participants can later adapt and apply it in their daily work or in a new setting. Therefore the methodology of the training is based on adult learning principles which allow the transfer of knowledge not only cognitively but also experimentally. A participatory co-learning methodology will be used in order to encourage participants coming from different fields to contribute with their specific experience to the content of the course, the discussions, working groups, and scenario-based exercises.

The course was developed in close cooperation with the Federal Ministry of Defence and Sports and the Austrian Study Center for Peace and Conflict Resolution and has furhtermore been supported by the Federal Chancellery of the Republic of Austria and the Ministry for European and International Affairs and the Interior. It confirms Austria's continuous effort to promote the protection of civilians in armed conflict. In 2014, the Training has been officialy certified by the United Nations and is furthermore part of the Framework of the Academic Programme of the European Security and Defence College (ESDC).

ESDC Course on Peacebuilding

With this course on “Peacebuilding” experts from governments, civil society, the private sector, international institutions and agencies as well as international non-governmental organisations will be prepared and supported for their engagement in crisis prevention, crisis management, humanitarian aid and development cooperation.
