The reform of the national security sector has become one of the major topics of international concern regarding crisis management and post-crisis recovery during the last decade.
The focus on traditional security actors such as the police, the military, the judiciary, prison personnel, border guards, and intelligence has been complemented by a more comprehensive view on human security, bringing the basic needs and physical, social and economic security and safety of individuals and the population to the centre of attention.
This course will not be open for new applicants, but is reserved for already selected participants from the April Course that had to be cancelled due to COVID 19.
ESDC Core Course on SSR: 2 – 9 Dezember 2020
This Senior Level Course for experts with 10 to 15 years of experience addresses the challenges at the policy/strategic level to include comprehensive, long-term considerations into short term international interventions to ensure that recovery and stabilisation efforts are successful and the transition from emergency to development can be managed. It highlights a number of selected challenges which require particular attention and includes case studies from ongoing recovery processes for analysis and critical review or inspiration.
In view of the 20-year anniversary of UN SCR 1325, it focusses specifically on women and security in the context of recovery and Stabilisation processes.

ESDC Course on Recovery and Stabilisation Strategies: 27 – 30 Oktober 2020

Launched in 2009 as „Peacebuilding Course“ the course has provided professionals from diverse backgrounds with a comprehensive approach to recovery in post-conflict contexts.
Over the last years, it became apparant that the course focus needed further fine tuning and adjustment in view of the increasing complexity and challenges of recovery and stabilisation processes.
Studies evaluating the ongoing CSDP missions have furthermore identified a number of strategic and planning shortfalls that this course will address in its endevour to build the necessary capacity for improved international support to address challenges with sustainable solutions.
The Austrian Study Centre for Peace and Conflict Resolution (ASPR) along with its partners undertook a full review of the original curriculum in 2017 and has reorganised the programme design accordingly starting from 2018.
The adapted course includes improved structures to fully benefit from senior experts trainers as well as the exchange with fellow participants.
The course is offered under the umbrella of the Academic Programme of the European Security and Defence College (ESDC).
Course duration is 4 days. Approximately 25 participants will be selected.
This course builds capacity for senior decision-makers of armed forces, police as well as civilian experts working at the operational level with or in the context of international peace missions and enables them to address challenges in protecting civilian populations in conflict or post-conflict contexts.
It is conducted under the Training Programme of the European Security and Defence College (ESDC) and has furthermore been certified by the UN Department for Peacek Operations (UN DPO).
